Modeshift STARS is the Centre of Excellence for the delivery of Effective Travel Plans in Education, Business and Community settings. The scheme recognises schools, businesses and other organisations that have shown excellence in supporting cycling, walking and other forms of sustainable and active travel.

National STARS accreditation is awarded to education, business and community settings that go above and beyond in developing, implementing and monitoring an Effective Travel Plan to bring about a change in travel behaviour and reduce the number of single occupancy vehicle journeys to, from and between their sites.
Launched in 2008, the Modeshift STARS is supported by the Department for Transport and has seen over 6,000 sites in England achieve accreditation since its inception.
The scheme encourages schools across the country to join in a major effort to increase levels of sustainable and active travel in order to improve the health and well-being of children and young people.
The STARS Business scheme recognises organisations that have shown excellence in supporting cycling, walking and other forms of sustainable and active travel.
The STARS Residential scheme recognises organisations that have shown excellence in supporting cycling, walking and other forms of sustainable and active travel.
By providing a national standard and sharing best practice on the development and implementation of Travel Plans
By encouraging people to get active through more walking and cycling, thereby creating healthier and more productive communities
By helping organisations to identify and address travel and transport issues to enable safer journeys for all
By ensuring that places are well connected and that people are well informed of the travel options that are available to them
By ensuring that the transport needs of new developments are catered for and ensuring organisations are good neighbours that care about the local environment and their impact upon it
By reducing the number of vehicles and congestion around sites to improve the quality of air locally
Modeshift STARS is an online Travel Plan toolkit that supports the creation of a Travel Plan followed by a continuous process of planning, delivering and reviewing as set out in the Modeshift STARS Journey below
Established in 2007, Modeshift is a not for profit membership organisation funded by the public, private and community sectors in the United Kingdom.
Modeshift aims to secure increased levels of safe, active and sustainable travel in educational establishments, businesses and communities thereby engendering widespread travel behaviour change in the long term. It seeks to do this by representing its members’ needs and supporting sustainable travel practitioners through a range of new and existing services.
Using its position as a leading organisation in sustainable travel, Modeshift aims to be the centre of excellence for the promotion of sustainable travel choices in education, workplace and community settings by raising standards of industry delivery. This includes establishing a standard and level of implementation for travel plans, sharing best practice on the provision of travel choices information, and recognising excellence in the delivery of sustainable travel initiatives in schools and workplaces.
Ultimately Modeshift works with its members and partners in striving towards a world in which communities are free to make healthy and sustainable travel choices where active travel is seen as the norm.
